Mr. Ilyos Jumaev has been working as the Head of Department for development of ferrous, rare metals and localization in the Ministry of Mining Industry and Geology of Uzbekistan since March 2023. He started his career in July 2014 in UzEngineering Design Institute where he designed and developed engineering projects. In May 2017 he became a deputy head of department in the Ministry of Economy and Finance and led the formation and implementation of strategic programs aimed at improving rural infrastructure and living conditions. With over 15 years of extensive professional experience as a policy analyst and economic researcher, Oybek Yuldashev is currently the Director of Public Sector, Infrastructure and Utilities Practice at PwC Uzbekistan, where he works with the public and private sectors, international financial and development institutions on aspects of policy design, feasibility studies, market research and sector analysis.
Oybek has led and participated in several projects related to infrastructure development, investment climate improvement, impact assessment and sustainable development, as well as various sectoral analyses.
For several years, Oybek has advised Uzbek public sector agencies and various international organizations, including ADB, World Bank, UNICEF, UNESCO, UNDP and GIZ, facilitating dialogue and communication between the government, the private sector and international partners.
Oybek is a certified PPP expert and holds CP3P Preparation certificate from the APMG Institute.
The author of several publications and reports, Oybek is also a Senior Lecturer in the Department of Economics at Westminster International University in Tashkent since 2004.
Oybek holds a DSc in Economics, a PhD in Economics from the University of Milan, MA in Economics from Leeds University Business School and BA in International economic relations from Tashkent State Economics University.

Wesley Alexander Hill Ph.D. [ABD] is the Lead Analyst and International Program Manager for the Energy, Growth, and Security Program at the International Tax and Investment Center. He focuses on the geopolitics and geoeconomics with special focuses on Chinese energy policy, and Chinese influence in the S. Caucasus and Central Asia. Wesley is a former CLFP fellow at NBR, and conducted research at Beijing's Tsinghua University and Taipei's National Normal University. Wesley graduated from Tulane University.
