PhD Candidate Western Australia School of Mines of Curtin University

Anvar Mammadli is a PhD candidate at the Western Australia School of Mines of Curtin University, where his research focuses on evaluating the criticality of minerals and metals worldwide. His academic journey began with a B.Sc. in Mining Engineering from Azerbaijan State Oil and Industry University, followed by an M.Sc. in Sustainable Remediation and Mining Management from Technical University Bergakademie in Freiberg, Germany. During his master's, Anvar developed a computational tool using multi-criteria decision analysis to assess factors influencing the status of co- and by-products in polymetallic mining projects. Anvar is also one of the first researchers from Azerbaijan to investigate the country's criticality of minerals and metals.
Beyond his academic pursuits, Anvar has over five years of experience in event organization and consulting. He is the CEO and Founder of Horizon Education Agency in Azerbaijan, where he provides guidance and support to undergraduate and postgraduate students to pursue further education, research and professional opportunities abroad.

Eugene Seah, Chief Operating Officer of the Baku International Sea Trade Port (Port of Baku),brings over 30 years of invaluable expertise in port management. With pivotal leadership roles at two strategic ports in Singapore - Vice President of Jurong Port and Regional Operations Manager of PSA Container Terminals - he excelled in managing terminals globally, significantly enhancing operational excellence. He played a crucial role in planning and implementing new port terminals in Pasir Panjang and Jurong Port while overseeing all facets of commercial and operational activities across general cargo, bulk, and container terminals. Throughout his distinguished career, Mr. Seah has been actively involved in projects of both national and regional significance, dedicated to enhancing safety standards and amplifying productivity in specific sectors within the port and logistics industry.
Since 2015, Mr. Seah has been serving as the COO of the Port of Baku, where he assumes a leading role in infrastructure expansion and systems development. Additionally, he provides oversight to operations and engineering, managing resource allocation, performance evaluation, and ensuring service excellence. Under his leadership, the Port of Baku has achieved remarkable milestones, including doubling its container and overall cargo throughput, showcasing a remarkable expansion in its operational capacity.
Furthermore, Mr. Seah leads digitalization and sustainability initiatives, actively seeking innovative solutions to harness emerging energy sources such as solar and hydrogen. This forward-thinking approach aims to minimize the environmental impact of port operations.
Notably, the Port of Baku has launched a Climate Action Plan for 2035, earned certification from the European Sea Ports Association (ESPO) for the first time in the region in 2019, and became a part of the United Nations Global Compact to actively contribute to the global sustainability agenda.
Mr. Seah holds a Bachelor of Science degree with Honors in Industrial and Organizational
Psychology (1987-1990) from Massey University, New Zealand, and an MBA degree in Business (1994-1995) from Leicester University, United Kingdom.
Mr. Seah has actively competed and achieved notable success in various sports including Canoeing, Ironman triathlons, and golf.

Program Manager, Senior Technical Advisor, U.S. Department of Energy

Evan J. Granite is the Program Manager for Carbon Ore Processing (Carbon Products from Waste Coal) and Senior Technical Advisor at DOE Headquarters.  Evan was an Adjunct Professor of Chemical and Petroleum Engineering at the University of Pittsburgh; initiated, developed, and led the Department of Energy’s National Energy Technology Laboratory Research and Innovation Center (NETL R&IC) research program on Rare Earth and Critical Metals Detection and Recovery; developed and led the new NETL R&IC effort on Emissions Control as Technical Portfolio Lead; and was a Research Chemical Engineer and Task/Group Leader at NETL.  Dr. Granite did postdoctoral research at the Department of Energy, received a PhD in Chemical Engineering from the University of Rochester, and BS and MS degrees in Chemical Engineering from The Cooper Union.

Mr. Ilyos Jumaev has been working as the Head of Department for development of ferrous, rare metals and localization in the Ministry of Mining Industry and Geology of Uzbekistan since March 2023. He started his career in July 2014 in UzEngineering Design Institute where he designed and developed engineering projects. In May 2017 he became a deputy head of department in the Ministry of Economy and Finance and led the formation and implementation of strategic programs aimed at improving rural infrastructure and living conditions. Mr. Jumaev holds a bachelor’s degree in Korean economy from Tashkent State University of Oriental Studies and a Master’s degree from the Academy of Public Administration under the President of the Republic of Uzbekistan. He speaks Uzbek, Russian and English.

With over 15 years of extensive professional experience as a policy analyst and economic researcher, Oybek Yuldashev is currently the Director of Public Sector, Infrastructure and Utilities Practice at PwC Uzbekistan, where he works with the public and private sectors, international financial and development institutions on aspects of policy design, feasibility studies, market research and sector analysis.

Oybek has led and participated in several projects related to infrastructure development, investment climate improvement, impact assessment and sustainable development, as well as various sectoral analyses.

For several years, Oybek has advised Uzbek public sector agencies and various international organizations, including ADB, World Bank, UNICEF, UNESCO, UNDP and GIZ, facilitating dialogue and communication between the government, the private sector and international partners.

Oybek is a certified PPP expert and holds CP3P Preparation certificate from the APMG Institute.

The author of several publications and reports, Oybek is also a Senior Lecturer in the Department of Economics at Westminster International University in Tashkent since 2004.

Oybek holds a DSc in Economics, a PhD in Economics from the University of Milan, MA in Economics from Leeds University Business School and BA in International economic relations from Tashkent State Economics University.

Wesley Alexander Hill Ph.D. [ABD] is the Lead Analyst and International Program Manager for the Energy, Growth, and Security Program at the International Tax and Investment Center. He focuses on the geopolitics and geoeconomics with special focuses on Chinese energy policy, and Chinese influence in the S. Caucasus and Central Asia. Wesley is a former CLFP fellow at NBR, and conducted research at Beijing's Tsinghua University and Taipei's National Normal University. Wesley graduated from Tulane University.
