Mary Anne Alvin currently serves as the Critical Minerals Processing RDD&D Program Manager at the Department of Energy’s Office of Fossil Energy and Carbon Management (DOE FECM). She previously served as the Rare Earth Element (REE) Technology Manager at the National Energy Technology Laboratory (NETL). Prior to joining NETL, Ms. Alvin was employed at the Westinghouse Electric Corporation and at Siemens Westinghouse Power Generation, working in the area of advanced energy systems. As a Fellow Scientist, she was internationally recognized for her contributions in the area of high temperature porous ceramic materials, ceramic matrix composites, intermetallics, advanced alloys and metal media for components used in the electric power generation industry. She holds twenty-eight patents. Most recently, Ms. Alvin served as Co-Editor for the book Rare Earth Metals and Minerals Industries – Status and Prospects published by Springer in December 2023.
Naira Barseghyan
Chief Specialist and Lawyer Mining Department of the Ministry of Territorial Administration and Infrastructure
Ms. Barseghyan is an accomplished legal professional with extensive experience in the mining sector and legal practice. She is currently the Chief Specialist and Lawyer in the Mining Department of the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia.
Her previous roles include serving as an Attorney at Law at "Wise Law Firm" LLC and "LegEx Group" LLC, as well as working as a Lawyer at the "Homeland Defender's" Rehabilitation Center. Naira holds a bachelor’s degree in international relations and a Master's degree in Law. She is also a licensed Attorney at Law and has completed a specialized seminar on the efficient development and utilization of copper resources for developing countries.
Suren Mamyan
The Head of Division of the Mining Examination of the Ministry of Territorial Administration and Infrastructure
Mr. Mamyan is a seasoned expert in mining engineering with a distinguished career in both public service and academia. He currently serves as the Head of the Mining Examination Division of the Mining Department at the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia. Previously, Suren held key roles within the same department, including Chief Specialist and Mining Expert. His experience also includes leadership positions at "Geoeconomics" CJSC, "Akhtala MEC" CJSC, and "Cost Consult" LLC. In addition to his public service, Suren is a Lecturer at The National Polytechnic University of Armenia. Suren holds a PhD, a master’s degree, and a Bachelor’s degree in Mining Engineering. He has co-authored six scientific articles on soil utilization and has earned seven certificates in this specialized field.

Wesley Alexander Hill Ph.D. [ABD] is the Lead Analyst and International Program Manager for the Energy, Growth, and Security Program at the International Tax and Investment Center. He focuses on the geopolitics and geoeconomics with special focuses on Chinese energy policy, and Chinese influence in the S. Caucasus and Central Asia. Wesley is a former CLFP fellow at NBR, and conducted research at Beijing's Tsinghua University and Taipei's National Normal University. Wesley graduated from Tulane University.
