Adam M. Sulewski U.S. Customs and Border ProtectionAdam M. Sulewski serves as the U.S. Customs and Border Protection Trade Representative to Mexico, and works at the U.S. Embassy – Mexico City. In this role, he represents U.S. Customs and Border Protection to the Government of Mexico, the Mexican private sector, and coordinates U.S. Customs and Border Protection’s engagement in country with the U.S. Embassy community. Mr. Sulewski began service with U.S. Customs and Border Protection in 2010, and has served in several trade-focused portfolios, including trade agreements and special trade legislation, antidumping and counterveiling duties, international engagement, congressional affairs, employee training, and trade stakeholder engagement. Recently, Mr. Sulewski served as Branch Chief for CBP’s U.S. – Mexico – Canada Agreement (USMCA) Center, leading CBP’s comprehensive, consistent, and transparent implementation of the USMCA. Mr. Sulewski is a Presidential Management Fellowship alumni, and has been recognized with the CBP Commissioner’s Award, the World Customs Organization Certificate of Merit, and the State Department’s Superior Honor Award. Mr. Sulewski attended Suffolk University Law School (J.D., ’09), and is licensed to practice law in New York and Massachusetts. He is married to Bruce A. Herr, Jr., a certified registered nurse anesthetist, and lives in Mexico City and in Washington, D.C.

Joaquin Spamer is the President and CEO of CIL Group, which includes companies such as: CIL Logistics, CIL Capital and CIL Fresh, among others.
Spamer actively participates in the economic development of Northeast Mexico and South Texas, where most of his companies are located. In this sense, and thanks to the leadership that Spamer occupies in the region, he has positioned himself in various high-level positions in organizations and associations focused on binational economic development, such as: the McAllen Economic Development Corporation as an Advisory Board Member, the Rio Bank as an Advisory Member, and The Binational Council for Economic Development of Reynosa as Founding Member.
Mr. Spamer currently serves as President of the Border Trade Alliance - Mexico (Alianza para el Comercio Fronterizo), where he continues to promote the economic development of the border region and strengthen US-Mexico relations. Deputy Director General of the U.S. and Foreign Commercial Service at the International Trade Administration (ITA), the U.S. government’s primary commercial diplomacy, export, and investment promotion agency. He manages a staff of more than 1,450 trade professionals across more than 225 domestic and overseas trade offices.
With a career marked by over twenty years of service, Golsen has cultivated extensive expertise in facilitating collaborations between American and global businesses. He is a member of the Senior Foreign Service and has held roles across the U.S., globe, and at the agency’s headquarters in Washington, D.C.
Prior to his current role, Golsen served as the Senior Commercial Officer at the U.S. Embassy in Riyadh, Saudi Arabia. His career trajectory also encompassed significant positions such as: Commercial Counselor at the U.S. Embassy in Moscow, Russia; Senior Commercial Officer at the U.S. Embassy in Rangoon, Burma; and Principal Commercial Officer for South India in Chennai. His work has taken him to various locations, including Bangkok, Thailand, and Shanghai, China.
Golsen’s influence also extended to his role as ITA’s Executive Director of Asia for Global Markets, where he managed 14 Commercial Service posts across Asia, in conjunction with three policy offices in Washington.
