Jeff Hamilton

Commercial Officer, U.S. Embassy Brazil

Jeff Hamilton has served as a Commercial Officer at the U.S. Consulate in Sao Paulo, Brazil, since August 2020 where he supports U.S. companies looking to enter or expand their presence in Brazil.  Jeff’s previous assignments include Kuwait (2015-2019), Bogota (2013-2015) and Mexico City, (2010-2013), where he assisted U.S. companies looking to do business in Kuwait, Colombia and Mexico, and in Salt Lake City (2007-2010) where he helped Utah companies expand their operations overseas.   

Jeff began his career with the Department of Commerce in Washington, DC where he worked from 2003 to 2004 at the Trade Information Center, assisting clients on a wide variety of exporting issues, from finding a buyer overseas to foreign countries' customs regulations, and everything in between.  From 2004-2007 Jeff worked as an International Trade Specialist in the Commercial Service's East Asia/Pacific office in Washington, D.C.  He served as a country manager for Korea, Japan, Taiwan, and Australia/New Zealand, providing administrative and budgetary guidance and support to the U.S. Commercial Service operations in those countries.     

 Jeff attended graduate school at the University of Texas at Austin where he received a Master’s degree in Public Affairs from the Lyndon B. Johnson School of Public Affairs and a Master's of Arts in Latin American Studies from the Lozano Long Institute of Latin American Studies. Prior to graduate school, Jeff worked as a teacher in Ecuador and Mexico, for a telecommunications firm in Portland, Oregon and a healthcare company in Honolulu, Hawaii.   

 

Lisa White

Commercial Officer, U.S. Embassy Colombia

Lisa White joined the Foreign Commercial Service (FCS) in 2020 and is currently Commercial Attaché at U.S. Embassy Bogota. She manages a team of six Foreign Service Nationals and oversees a portfolio that includes infrastructure, construction, ports, energy, mines, environment, agricultural machinery, education, travel and tourism, and SelectUSA. Her prior posting was at the U.S. Export Assistance Center in Seattle where she advised Washington businesses on how to grow international sales and developed special programs to accelerate women-owned businesses. Lisa has more than 15 years of combined federal service with experience at three previous agencies. Previous roles include the U.S. Small Business Administration (SBA) where she worked as an Economic Development Specialist and Public Information Officer, U.S. Citizenship and Immigration Services (USCIS) where she worked as an Immigration Services Officer, and the U.S. Peace Corps where she worked as a Regional Recruiter. Prior to that, she served as a Peace Corps volunteer in Guinea and Mali in West Africa where she supported small business development and developed French proficiency. Lisa graduated from the University of Northern Colorado with a BS in Business Administration with a focus on marketing and communications. She is accompanied by her husband, Jeremy and their Mainecoon cat, Loki.

Norcia Ward

Commercial Specialist, U.S. Embassy Colombia

Norcia Ward joined the U.S. Commercial Service in Bogota, Colombia in February 2011.

In her present job, she is responsible for the oil & gas, energy, environmental technologies, renewable energy, mining equipment, cosmetics, and travel and tourism industries. Additionally, she conducts market research and performs matchmaking services for CS Bogota’s clients. She has been recognized for outstanding performance with several awards, including the Bronze Medal Award for Superior Federal Service.
Norcia Ward has a degree in Economics and Foreign Trade with a specialization in Marketing and a Master's in International Business. Norcia speaks fluent Spanish and English.

Philip Finiello

Commercial Officer, U.S. Embassy Peru

Philip has been with the U.S. Commercial Service since May 2015.  Prior to his current posting in Lima, he was stationed at the U.S. Consulate-General in Istanbul, 2018-2021.  Prior to that he was attached to the U.S. Export Assistance Center in San Diego, CA.  He has held a number of positions encompassing commercial promotion and trade policy, including Sr. Manager for European Affairs with the U.S. Chamber of Commerce, Sr. Trade Policy Advisor with the British Embassy (Washington DC) and Business Development Associate with the British Consulate-General (Chicago, IL).  He has also worked for state and local government in New York spanning budget analysis, human resource development and legislative research.  Philip has a Master of Public Administration and Bachelor of Arts in Political Science, both from the University at Albany, New York.
