Navigating Free Trade Agreements – Qualifying Your Product and Documenting Origin will explain the benefits of these trade agreements and how to determine if your product qualifies for preferential treatment under a specific free trade agreement. There are particular rules used to determine if your product qualifies, and this webinar will walk you through how to make that determination. Also, documentation required to support a preferential treatment claim is typically facilitated through a Certificate of Origin. These certificates come in several forms and have different requirements depending on the FTA. This webinar will introduce participants to the steps of properly documenting origin.

Brian Beams

Sr. International Trade Specialist

A decorated active-duty veteran of the U.S. Air Force, who holds a BBA with an emphasis in Finance, Brian has over 25 years of private and public sector experience.  He has held supervisory positions in the U.S. Air Force and within the aerospace and defense industries as an operations manager and accounting manager.  Later Brian earned his Registered Investment Representative Designations (FINRA Series: 7, 63, 65) and managed multi-million-dollar portfolios for his accredited investor clientele.

Before joining the U.S. Commercial Service Northern New Jersey Office, he was a career service employee with the U.S. Department of State, United States Mission to the United Nations.  His areas of focus were Diplomacy and National Security, and his clientele were the members of the Foreign UN Missions and Consular Corp.  He is a recipient of the U.S. Department of State’s Franklin Award for his distinguished service as a public servant.

With U.S. Commercial Service, Brian is currently the Deputy Director for the Global Finance Team.  He has executed over 60 fundraising trade missions for the U.S. private equity and venture capital space.  He is also a Co-Founder and Deputy Team Leader for the VetsGoGlobal initiative, which connects the Veteran Business Ecosystem to global markets.  To add he is a Co-Creator for Export Week, a national initiative, and the Disaster Resilience multi-sector initiative.  Brian is a multiple recipient of the ITA Star Award, and Special Act Award.

Brian currently lives in Hudson County, New Jersey with his wife, Dr. Vivian Ng and their three-year-old son Chester.  He enjoys reading books on psychology, sociology, military history, and earth and space sciences.  His favorite color is green.  Brian is an active member and volunteer with the New Jersey Wildlife Conservation Corp.  He enjoys hiking, camping, swimming, and golfing whenever possible.

Kevin Daly

Kevin P. Daly focuses his practice on complex commercial litigation and trade compliance issues. He is a member of Robinson+Cole's Business Litigation Group and Manufacturing Industry Team.

Kevin represents a variety of clients, including manufacturers, insurance companies, and other businesses, in complex litigation. He has represented clients in class actions (including insurance class actions, consumer class actions, and class actions related to the Telephone Consumer Protection Act), and product liability actions. He represents businesses in a range of commercial disputes, such as claims for breach of contract and unfair trade practices. Kevin has achieved successes for his clients, including successfully defending a manufacturer in an attachment action which sought to seize property of a third party which had been in the client’s possession.

Trade Compliance / Regulation
Kevin represents clients in connection with a diverse array of trade compliance matters.  He advises clients on a variety of trade regulations, including Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and U.S. import regulations.  He also assists clients in developing facility and technology control plans to ensure that access to controlled technical data is managed consistent with applicable trade regulations. Additionally, he advises clients regarding Foreign Corrupt Practices Act (FCPA) compliance and risk assessment and the development of anti-corruption policies and training. Kevin also has experience defending False Claims Act litigation on behalf of companies with financial relationships with the U.S. government. Pro Bono
Throughout his career, Kevin has maintained a robust pro bono practice focusing on criminal defense, criminal post-conviction, and civil and human rights matters. He also helped coordinate a pro bono legal clinic on behalf of homeless clients in Massachusetts.
Prior to joining Robinson+Cole, Kevin worked for a large global law firm. He represented clients in the pharmaceutical sector in matters alleging violations of the False Claims Act, unfair trade practices, consumer protection statutes, and common law. In addition, he represented financial services clients in the arbitration and litigation of complex commercial disputes.


While in law school, Kevin was a clinical student for the Southern Center for Human Rights and an intern for the ACLU of North Carolina. After graduating from law school, he served as a law clerk for Justice Judith A. Cowin of the Massachusetts Supreme Judicial Court.

Peter Tierney

Peter Tierney brings over 25 years of exporting experience with him to his position as the Director of the Harlem USEAC. Peter has developed exports for a wide range of US made products and services. These include IT products, water treatment systems, outdoor power equipment, integrated chips, software services, renewable energy equipment, roofing, mousetraps, snow shovels and power electronics, to name just a few. Peter developed his export skills at two of the top exporters in the world, Mitsui & Co, of Japan, and Dorian Drake International, of New York. At Mitsui, a $180 billion export trading company, Peter was trained in logistics, trade finance, international commercial documents, credit lines, marine insurance, Letters of Credit, overcoming tariff and non-tariff barriers, overseas product certifications, free trade agreements including NAFTA/USMCA, CAFTA, etc. and international distributor and agent agreements. At Dorian Drake, Peter traveled extensively in Japan, South Korea, Thailand, Vietnam, Indonesia, China, Australia, Taiwan and the Philippines. Peter also founded and managed a business that exported renewable energy products to over 45 countries.

Robert Stein

Robert Stein is Vice President of Braumiller Consulting Group. He has over 35 years of experience in Customs brokerage, freight forwarding, and consulting. With a broad base of trade experience, Robert is an expert in import and export compliance, Foreign Trade Zones (FTZ) and bonded warehouses, duty drawback, HTS classification, and USMCA. As an FTZ consultant, he has guided companies through FTZ feasibility studies, savings analysis, implementation, training, activation, and computer systems integration.
