Eduardo leads the Infrastructure practice in Mexico and specializes in infrastructure development,with experience in project strategy, planning, financing and execution. He has international experience in more than 20 countries in a wide variety of subsectors such as roads, ports, airports, railways, urban transport, water and sanitation, health, social infrastructure and smart cities.

He has worked with National Secretariats and Ministries, State Governments, multilateral entities such as the IDB and the World Bank, as well as leading infrastructure developers and builders in different geographies. Prior to joining McKinsey, he led the infrastructure practice in Latin America for a global audit and consulting firm.

He is an economist, with an MBA from Madrid Business Institute, as well as various courses on city development from Harvard University and sustainable infrastructure systems from MIT.

Eugenio Lagarde has a degree in Business Administration and has an MBA in Senior Management from CETYS University. During the last 28 years, Eugenio has held different positions related to Economic Development and Investment attraction in Baja California, such as Undersecretary of Economic Development for the State of Baja California (2008 2010); President of the Mexicali Industrial Development Commission / Mexicali EDC (2011 2013) & President of the Mexicali Chamber of Industry / CANACINTRA (2018 2020)2020). Today Eugenio is a Board Member of INDEX / Foreign Industry Association of Mexicali (202 2 present) & President of the Promotion Committee of the Mexican Association of Private Industrial Parks / AMPIP (2024 present).

Eugenio is a partner of GRUMESA (construction company) and Xsite Properties (industrial real estate development firm) and also serves as vice president of the Calafia Industrial Parks located in Mexicali, BC, Mexico.

Alfonso Gutierrez is a civil engineer who graduated from the Universidad Iberoamericana with extensive experience in the construction industry. Mr. Gutierrez has developed a professional career in international construction and water technology companies, holding various management and directive positions in construction, promotion, and business development. Mr. Gutierrez has international experience working for the multinational Veolia Water based in the USA and overseeing the Central America and the Caribbean (Puerto Rico) regions.

Mr. Gutierrez has held different positions in industry-related organizations. Mr. Gutierrez is active member of the Civil Engineers Association of Mexico A.C., he has also performed as Water Industry Coordinator in the Mexico City Chapter of the Mexican Chamber of the Construction Industry (CMIC), Nearshhoring Coordinator at the Mexican Chamber of the Construction Industry (CMIC), and he currently acts as Vice President of Private Works within the same organization.

Jonathan Pomerantz leads Meor's commercial and investment team since 2004. He has structured a nationwide network of contacts to continually secure off-market opportunities for the company, serving the needs of both international and local tenants in industrial and commercial projects.

He has an extensive experience in consulting, supervising multiple projects across the continent. Mr. Pomerantz has a Business Engineering Degree from the Instituto Tecnológico Autónomo de México (ITAM).

Juan Carlos Ruiz joined the U.S. Commercial Service at the U.S. Embassy in Mexico City in 2003.In his current capacity as a Commercial Specialist, he handles the Travel & Tourism, Construction, and Architectural, Construction and Engineering (ACE) Services sectors. Among his main activities are providing USCS services to U.S. exporters; coordinate and support events and trade missions; counsel companies about the current regulatory framework and importing process into Mexico; and maintain key contacts in the Mexican government and private sector organizations within the sectors mentioned above. Every year CS Ruiz recruits Mexican delegations of buyers to the IPW Travel & Tourism show, and World of Concrete, CONEXPO, and NAB International Home Builders Show in the construction sector.

Prior to joining the U.S. Commercial Service, Mr. Ruiz worked as a Trade Officer for the Trade Commission of Mexico in Hong Kong, China from 2001-2003.  At this post, he identified and analyzed potential opportunities for Mexican exporters to introduce their products into the markets of Hong Kong, China and Macau. 

Mr. Ruiz has a BA in economics from the Universidad Panamericana in Mexico City.  He speaks fluent Spanish and English.

Mr. Quel Galván is the Executive Vice-President of Business Development and Private Infrastructure for the Mexican Chamber of the Construction Industry (CMIC).  Prior to this, he was President of CMIC’s Sinaloa Sur chapter, as well as National Coordinator of the Tourism Sector. With vast experience in the residential, commercial and highway infrastructure & maintenance  sectors, he is also the founder and director of the companies AQA DISEÑO Y CONSTRUCCION S.A. DE C.V. and QUEL OBRAS Y EDIFICACIONES S.A. de C.V.  

Mr. Galván holds  is a Civil Engineering degree from Universidad Autónoma de Baja California (UABC), as well as specialization diplomas in Senior Management from  Universidad México Internacional and Project Planning and Management from Tecnológico de Monterrey.
